Level 1 vs Level 2 checks: what is the difference?

Why there are different levels

Organizations ask for background screening for different reasons, and the depth of information they need varies. In Ontario, police record checks are commonly described in three levels, each disclosing a different scope of information. The requesting organization decides which level it needs for a given role or purpose.

Criminal Record Check (Level 1)

A Level 1 check is a name-based search for criminal convictions. It is generally used for positions that do not involve working with vulnerable persons, such as many employment, contracting and onboarding situations.

Because it is name-based, it relies on your name and date of birth. If a possible match cannot be confirmed by name and date of birth alone, fingerprint verification may be required before a result can be issued.

Criminal Record and Judicial Matters Check (Level 2)

A Level 2 check includes everything in a Level 1 check, plus outstanding charges and warrants, judicial orders (such as peace bonds, probation and prohibition orders) and absolute and conditional discharges within their disclosure periods. Organizations may ask for it where a role carries more responsibility or trust, but which roles require it is up to each organization.

How to know which one you need

• Ask the employer or requesting organization for the exact name of the check they require.
• Ask whether they accept checks from private online providers, or only from a specific source.
• Ask how recent the check must be.
• If the role involves children or vulnerable persons, you will likely need a Vulnerable Sector Check, which is a different product altogether.
